Do not plan a March or April trip around reaching Rohtang top. The road is often still not open as a normal excursion then.

One clarification that trips people up. Solang is not a roadside stop on the Rohtang climb. You take a diversion near Palchan to reach Solang, while the classic Rohtang route climbs through Kothi, Gulaba and Marhi.

You do not need a Rohtang tourism permit just to visit Solang Valley. That is one less headache.
Temporary traffic restrictions can still happen during heavy snow, slippery conditions, security arrangements, or local closures. So the road being permit-free does not mean it is always open.
The permit is vehicle-based, not per person. You do not buy one for each passenger.
The official charges are ₹500 permit fee per car, jeep or MUV, plus a ₹50 congestion charge for the same. For buses and heavy motor vehicles, the congestion charge shown on the portal is ₹100.
The normal daily quota on the official portal is 800 petrol vehicles and 400 diesel vehicles. The permit is valid for one day.
The portal asks for valid ID, PUC, vehicle registration details, and tourist information. Keep all of that ready before you apply.
One more thing. Some older travel pages say Tuesday is always the maintenance day. The current official page does not display a fixed maintenance day, so check the official portal for your date instead of trusting old blogs.

Also clear this up in your head. Rohtang Pass, Atal Tunnel, and Sissu are not one automatic combined route. The Atal Tunnel actually bypasses Rohtang.

Leave Manali early. Pick one or two activities after checking the weather and safety that morning. Give yourself time in the valley and head back without rushing.
A normal Solang visit often takes around 3 to 4 hours, but queues, traffic, and activities can stretch it. So keep the day loose.
Confirm your permit and road status first. Start early. Carry layered warm clothing, sunglasses, sunscreen, water, and basic personal medicines.
Keep the day flexible, because road access and weather can change fast up there.
