If you are planning Rohtang Pass in December 2026, here is the honest truth before you book anything. Most December, the pass is shut to regular tourists.
Snow, black ice and avalanche risk force the administration to close it, and no permit or taxi driver can get you past a police barrier.
But December 2025 threw a surprise. The pass stayed open for 4×4 vehicles during a rare dry spell. That is the exception, not the rule, and you cannot plan a trip around it.
So this guide by Travel Coffee does two things. It tells you the real December situation, and it shows you where to actually find snow near Manali when the summit is off-limits.

Here is the mistake we see almost every winter. People book a Manali hotel, tell their family they are going to Rohtang, and only find out at the Gulaba barrier that the road is shut.
Then the whole trip feels ruined because they pinned everything on one spot.
The travellers who have a great December are the ones who never expected the summit in the first place. They came for snow, not for a specific pass, and Manali has plenty of snow if you know where to look.
By December, snow piles up on the higher stretches and the road turns dangerous fast. Black ice forms on shaded bends. Visibility drops. Avalanche risk climbs.
The Gulaba to Rohtang stretch was part of a formal winter closure announced from 20 November 2025 because of these exact conditions.
The barrier does not sit in one fixed place. After each snowfall, police may stop tourists at Gulaba, Solang Valley, Palchan, Nehru Kund or wherever the road becomes unsafe that day.
And this is the part people struggle with. Police and district orders beat everything else. Your permit, Google Maps, a confident taxi driver, an old blog from 2019, none of it matters when the barrier is down.
Yes, and December 2025 is the perfect example.
The weather stayed clear and unusually dry that month. Because of it, the Kullu administration allowed restricted 4×4 access and even extended it till December 28, with vehicles moving between Gulaba and Rohtang in a fixed morning window.
Then early January 2026 flipped the picture. Snowfall blocked the old Rohtang route, and police allowed only 4×4 vehicles beyond Solang Valley because the road turned slippery.
That is the whole point. One week it was open, the next it was shut. So do not book a hotel or package assuming you will stand at the summit. Treat any December opening as a lucky bonus.
Rohtang Pass sits at roughly 3,978 metres and is about 51 km from Manali. Up there it is colder, windier and far more exposed than Manali town.
We are not giving you a fixed December temperature range for the summit because no reliable verified number exists for it. Anyone quoting exact figures is guessing.
Two Decembers in Manali can feel like two different worlds. The official IMD numbers show it clearly.
In December 2025, Manali's highest recorded maximum was 18.4°C, its lowest minimum was 1.1°C, and monthly precipitation in the IMD table was 0.0 mm. That is a warm, dry December with barely any snow in town.
In December 2024, the highest maximum was 17.9°C, the lowest minimum was minus 2.8°C, and precipitation was 87.0 mm. Much colder, much wetter.
Same month, same place, completely different trip. This is why nobody can promise you snow on a fixed date.
Higher spots always have better snow odds than Manali town. That holds through the whole month.
Late December pulls in the snow-chasers hoping for a white Christmas, but hope is not a forecast. Manali town did not get a white Christmas in 2025, even though snow was available higher up.
Also learn the difference between three things. Fresh snowfall is snow falling while you are there. Old snow is lying on the ground from earlier. And snow on distant peaks is just a view, not something you can play in.
Solang Valley is about 14 km from Manali. This is our first pick for families, first-time snow travellers and anyone who wants organised activities without a long drive.
We will not promise the whole valley will be white. Some days it is packed with snow, some days it is thin. It depends entirely on the latest weather.

The Atal Tunnel bypasses Rohtang Pass. It does not take you to the Rohtang summit, so do not expect that.
Manali to Sissu is about 38 to 40 km via Solang Valley and the Atal Tunnel. In clear conditions the drive takes roughly one to one-and-a-half hours.
That timing is useless during snowfall, police restrictions or holiday traffic. On a bad day the road can close and tourists get turned back before the tunnel.

Gulaba is about 20 to 22 km from Manali, depending on where you start and which map you trust. Gulaba and Kothi are conditional options. Access depends on where the police barrier is that day.
So do not ask "is Gulaba open." Ask "where is today's approved snow point." That one change in question saves people a wasted morning.
When fresh snow falls in town, Old Manali, the Hadimba forest area and the higher neighbourhoods look lovely. Quiet lanes, snow on the deodar trees, no crowds.
But town snow is never guaranteed. Treat it as a bonus if it happens, not a reason to book your dates.
Go with Solang Valley as plan A. It is closer, simpler, and an easy day trip for kids.
Keep the cold exposure short, carry dry spare clothes for the children, and keep the vehicle warm to duck into when little hands go numb.
Atal Tunnel and Sissu give you better snow chances, but only attempt them after the police and a local driver confirm the route is open.
Higher snow odds come bundled with higher road-closure risk. That is the trade-off.
Stick to the nearest approved snow point, whether that is around Solang, Kothi, Gulaba or wherever that day's advisory names. Less driving, less stress, same snow.
If it is actively snowing, stay closer to Manali. Do not chase snow toward a high road while conditions are getting worse. That is how people get stuck.
The Atal Tunnel was built to bypass the old Rohtang road and keep Lahaul connected through winter.
But it is not guaranteed open to tourists every single day. After heavy snowfall, the road to it can shut and tourists get held back at Solang.
During a severe March 2026 snowfall, more than 1,000 vehicles were initially reported stranded around the tunnel and Lahaul. That is how quickly things turn.
A 2026 administrative order also restricted tourist entry, parking, stopping, photography and commercial activity within an avalanche-prone zone near the north portal.
Since such restrictions may change, check the latest local police or district administration advisory before travelling.
So even when the tunnel itself looks physically open, you obey the barriers and the police. They are not difficult. That zone has killed people.
The official Rohtang permit portal stays active for periods when tourist movement is actually allowed.
But here is the key thing. A permit cannot override a closed road, a police barrier, an avalanche warning or a district order. It is a booking, not a guarantee.
Watch out for agents who promise you guaranteed December summit access for a fee. In our experience, these promises collapse at the first barrier, and your money goes with them.

When roads turn slippery, police can impose 4×4-only movement. This happened in December 2025 and again in early January 2026 beyond Solang Valley.
A 4×4 helps, but it does not guarantee entry. If the barrier is down, even a Thar goes home.
Drive in daylight, keep your speed low, leave extra braking distance, and never brake or steer suddenly on ice.

As a rough, non-binding guide, online market quotes often range from ₹3,000 to ₹5,500, but confirm the live fare with your operator for your exact December travel date.
Christmas and New Year demand, vehicle type, a 4×4 requirement, waiting time, diversions and snow conditions all move the fare around.

Spend the day around Hadimba Temple, Old Manali and Mall Road. Easy pace, good food, a gentle start.
In the evening, check the next day's IMD forecast and the road advisory. Your day two plan depends on it.
Make Solang Valley the confirmed core of the day. It is the one thing you can almost always do.
Push on toward the Atal Tunnel and Sissu only if the police and your local driver confirm the route is open. If the road shuts, fall back to Kothi, Nehru Kund, Vashisht or a warm Manali café.

Keep day three loose. Use it for a second try at the latest approved snow point, or just relaxed local sightseeing.
A buffer day is what stops travellers from forcing an unsafe journey just because they have no other free day. In our experience, this single extra day is the difference between a calm trip and a stressful one.
Layer up properly. You want thermal base layers, a fleece, waterproof outerwear, warm socks, gloves, a wool cap and waterproof footwear. Cotton alone will leave you shivering.
Carry sunglasses, sunscreen and lip balm too. Snow glare and dry mountain air are harsher than people expect.
Also pack water, light snacks, a power bank, any prescribed medicines, and dry spare clothes for children who will inevitably sit in the snow.
One honest note. Those rented snow overalls near Solang keep you warm, but they do nothing to make an icy road safe. Do not let a fancy jacket talk you into a risky drive.
Check the IMD forecast for Kullu and Lahaul-Spiti the evening before you travel. That is your first signal.
Then check District Kullu, District Lahaul-Spiti and the current police advisories. These override everything else.
In the morning itself, ask your hotel or driver where the police barrier was placed that day. This is the fastest, most accurate update you will get.
Remember, a route that was open last evening can close after overnight or morning snowfall. Conditions here change literally overnight.
Yes, if you enjoy cold weather, winter scenery and a flexible plan. Manali in December has a quiet charm you do not get in the summer rush.
It is not the right month if you will call the whole trip a failure unless you stand at the Rohtang summit. That mindset only leads to disappointment.
Also brace for Christmas and New Year crowds. Traffic delays around Solang and the tunnel can be long during peak days.
