The official Rohtang permit service now runs at rohtangpermits.hp.gov.in. The old rohtangpermits.nic.in site was migrated.

For tourism vehicles, the official portal currently lists a ₹500 permit fee for cars, jeeps and MUVs, plus a ₹50 congestion charge for the same. The daily tourism quota is 800 petrol vehicles and 400 diesel vehicles. 

The tourism permit is valid for one day, to and fro, and permits can be applied for the next two days according to the current government portal.

These vehicle fees have nothing to do with what you pay for snow clothes. Don't let anyone bundle the two together in conversation.
