The old mountain road over the pass shuts down every deep winter, and February sits right in the middle of that closed period.
But your Manali winter trip is far from ruined. There is snow to find, a tunnel to see, and a valley on the other side worth the drive when the road allows it.
Let us walk through exactly what is open, what is not, and how to plan a trip that actually works.
Assume the Rohtang Pass top will be closed in February 2027. The old mountain road is normally cut off during deep winter, and February falls inside that pattern.

Right now, nobody has published a confirmed February 2027 status. What we can tell you is the normal winter pattern.
February is normally inside the winter closure period for Rohtang. The old road is high, exposed, and buried in snow and ice.
Weather does throw surprises. An unusually dry winter can delay a closure, and fresh snowfall can stop traffic in a single afternoon.
Take the 2025 to 2026 winter as an example. Rohtang reportedly stayed open until January 1 during an unusually dry start to the season.
Then snowfall on January 2, 2026 changed everything. Authorities kept Rohtang closed and asked tourists to leave the Atal Tunnel area because the roads turned slippery.
None of this makes a February opening likely. It just shows how fast conditions flip.

Rohtang is a high, exposed mountain pass. Snow and ice pile up on the road and make it unsafe to drive.
The surface freezes, wheels lose grip, and a road that looks fine at the bottom can be a sheet of ice higher up. That is why the top stays shut in deep winter.
Sudden snowfall drops visibility fast. You can go from clear skies to a whiteout on a mountain road with no barriers.
When that happens, the police stop tourist movement to keep people safe. The January 2026 evacuation near the tunnel shows how quickly restrictions can change.
There is no quick rescue up there in bad weather. Keeping tourists out is the safer call.
The Border Roads Organisation may clear parts of the road. But a cleared stretch does not mean you can drive to the pass top.
Tourist access still depends on the District Kullu administration and the police. They decide the highest point you are allowed to reach.
So even good news about clearing does not automatically open the pass for you.

Here is the key point. Driving through Atal Tunnel does not mean you visited Rohtang Pass. They are two different things.
In our experience, the biggest February mistake is confusing the two. People book a "Rohtang trip," end up at the tunnel, and feel cheated when nobody explained the difference.

The tunnel gives all season connectivity in principle. In practice, snow, avalanches, ice and police controls can close or restrict the approach roads.
So the tunnel itself stays open, but getting to it and past it is another matter.
Sissu may be visited from Manali when the tunnel route is open and tourist traffic is allowed. We cannot call it guaranteed.
Authorities sometimes allow only selected vehicles, stop everyone beyond Solang, evacuate tourist areas, or simply ask drivers to turn back.

Good news. You do not need the pass to find snow.
Solang Valley is about 14 kilometres from Manali. It is the most established nearby spot for winter fun.
You may find skiing, snow play, tubing and ropeway services here, but all of it depends on snow and weather on the day. Some days everything runs, some days it does not.
Activity prices change depending on the season, operator and current conditions, so confirm the latest rates directly at the location before booking.
Some lower stretches of the Rohtang road may open even when the top stays closed.
The highest point you are allowed to reach shifts with snow and official orders. There is no fixed answer, so check on the morning of travel.
Gulaba is a possible snow point on the Rohtang road. It can work as a substitute when the pass is shut.
But Gulaba access is not guaranteed in February. The police can stop you at a lower barrier if conditions are bad. Do not build your whole day around it.
You may find snow around the tunnel approaches. It can be a decent spot for photos and a quick snow stop.
Do not stop where the police or tunnel rules say you cannot. Those rules exist because stopping on that stretch is dangerous.
Sissu sits on the Lahaul side, reached through Atal Tunnel when the road is open. It is a scenic winter alternative, not a visit to Rohtang Pass.
So which one should you pick? Solang is usually better for organised activities and rentals. Sissu suits you if you want open winter landscapes and the road is permitted that day.

Honest answer. Nobody can guarantee fresh snowfall in Manali town for specific future dates.
Anyone promising you snow on a fixed date is selling, not informing.
Snow often stays at higher elevations even when central Manali town is dry. So you may still find snow above town even on a dry day below.
The 2025 to 2026 winter had delayed and unusually low snowfall before later spells arrived. That is a reminder that patterns swing year to year.
We are not publishing a 2027 forecast because there is no reliable one to publish.
On temperature, the sources conflict. One gives roughly minus 5°C to 6°C, another gives roughly minus 14°C to minus 2°C, and a Manali stay source reports much warmer sunny daytime readings.
Instead of relying on one fixed range, treat winter temperatures as variable and check the latest forecast closer to your travel date.
A permit does not give you permission to cross a closed road. This is the part people misread.
A Rohtang tourism permit only matters after the route officially opens for tourist vehicles and the portal starts accepting applications.
When the pass is closed, there is no permit to buy for it. The official permit source is linked by District Kullu.
For reference, the 2026 fee for a car, jeep or MUV was ₹500 permit fee plus ₹50 congestion charge, a total of ₹550.
Do not treat that as the 2027 number. Confirm the latest permit fee on the official portal before applying, as charges can change each season.
One more thing. Tunnel side or Lahaul travel rules can differ from a Rohtang tourism permit. They are separate systems.
If the booking window is active and permits are being issued, that hints the tourist route may be open.
But the portal alone does not replace road and police updates. An open portal is not a green light on its own.
District Kullu orders can state the highest point currently open to tourists and any temporary restrictions.
For example, a May 2026 order initially allowed tourists only up to Marhi and included a dated Tuesday restriction for a set period.
That is why you should not repeat "closed every Tuesday" as a universal rule. It applied to a specific window, not the whole year.
This district page publishes routes such as Manali to Keylong.
Read it carefully. "Manali to Keylong open" may mean the Atal Tunnel route is open. It does not prove the old Rohtang Pass top is open.
Call your hotel, driver or Travel Coffee the evening before you travel, then check again on the morning of departure.
We have seen road plans change between breakfast and departure after a fresh spell of snow. A morning check is not optional in February.
Keep it relaxed. Cover Hadimba Temple, Old Manali, Vashisht and Mall Road at an easy pace.

Head to Solang Valley and decide your endpoint based on that morning's police and road update.
We will not promise Gulaba or the tunnel. The safest reachable snow point on the day is the right call, and that changes with conditions.
Plan Atal Tunnel and Sissu only when authorities permit tourist movement across the tunnel.
If the tunnel road is blocked, switch to a backup local day in Manali. Cafes in Old Manali, a slow Mall Road morning, and Vashisht hot springs fill the day nicely.

Your hotel is usually the biggest expense, and winter rates in Manali vary a lot by property and location. Get a firm quote before booking.
Vehicle hire costs vary depending on the route, vehicle type, season demand, waiting time and road conditions. Confirm the latest local taxi rates with operators before booking.
Snow clothing rental prices depend on the rental shop, duration and items included. Confirm current rates locally before hiring.
Snow activity prices change with snowfall, operator availability and season conditions. Check the latest rates at the activity point before participating.
Meals are easy to budget. Old Manali and Mall Road have options for every wallet, from dhaba plates to cafe meals.
On permits, remember the 2026 Rohtang amount of ₹550 was for when the pass is open. When the pass is closed in February, it is irrelevant. You are not paying it.

A four wheel drive vehicle does not give you permission to cross a closed police barrier. Capability and permission are two different things.
