Short answer, yes, but not the way it works in summer, and not the way it works in Manali. Let us walk you through what functions, what fails, and what you should never assume.

Here is what most tourists get wrong. They read that Kaza has electricity, network, ATMs and fuel, and they assume all of that works whenever they need it. That gap between "a service exists" and "a service works right now" is the whole story of Winter Spiti.

Everything up here runs on a chain. Heavy snowfall blocks roads. Blocked roads slow down supply trucks, which affects food, fresh produce and fuel. 

Snowfall also knocks out electricity. When power goes, Wi-Fi routers die, telecom towers can lose backhaul, and UPI stops working. Freezing temperatures then stop normal plumbing and flush toilets.

Kaza sits at the top of this chain as the main base. Tabo has basic settlement infrastructure but fewer shops. The high villages have the least of everything.

Are Restaurants and Regular Food Options Available in Winter Spiti?

Most of the cafes and hotels you see on Instagram are summer businesses. They close or scale right down once winter sets in. That trendy cafe with the mountain view you bookmarked? Assume it is shut in January.

A few local eateries in Kaza may stay open through winter, but we will not name a number or a specific place, because their status changes year to year and even week to week. Do not build your food plan around a restaurant being open.

Your most dependable meals come from your homestay. Expect simple, warm, home-cooked food like dal, rice, roti and thukpa. It will not be a fixed menu, and it should not be. This is someone's home kitchen cooking what they have.

Carry backup snacks, dry fruits, energy bars, instant stuff you can make with hot water. When a snowfall blocks the road for a day or two, fresh supplies and produce dry up fast, and having your own stash takes the pressure off.

What Happens to Drinking Water and Bathroom Pipes When It Freezes?

When temperatures drop hard, exposed or poorly insulated pipes freeze solid. This is why many winter homestays simply cannot run normal tap water. It is not bad hospitality. It is physics at 3,600 metres.

So bucket water becomes the everyday system. You use it for drinking, brushing, and limited washing. Some homestays heat a bucket of water for you to wash with. Never assume a shower, a geyser, or 24-hour hot water. Ask first.

Expect traditional dry toilets, pit toilets, or compost-style systems in many winter stays. These are not a sign of a place being backward. They are the smart choice for a cold desert.

A dry toilet does not depend on flush water that would freeze anyway, and it saves water that is scarce and hard to heat in winter. Once you understand that, the system makes complete sense.

Some modern stays do have insulated plumbing or stored water for a working flush. But you must confirm this directly before you arrive. 

Do not assume that an "attached Western bathroom" listed online will have a working flush toilet in January or February. Ask the host straight up.

How Reliable Is Electricity in Kaza and the High Villages During Winter?

Electricity infrastructure exists in Kaza. It just does not promise to stay on through a big snowfall.

Here is a real 2026 example. On 23 January 2026, after heavy snowfall, 53 electricity distribution transformers were reported disrupted across Lahaul-Spiti. That is the reality you plan around, not a vague "power can be patchy."

When power cuts happen, the effects stack up. Charging stops. Wi-Fi routers go dead. Telecom backhaul can drop, so even your mobile data suffers. And UPI payments fail because they need both network and power.

So charge your phone and power bank every single time electricity is available, not when the battery is low. Carry a headlamp, it is far more useful than your phone torch when you are moving around a dark homestay.

When we plan Winter Spiti trips, we assume that power, network and road access can all change after one heavy snowfall. Plan for the outage, and a working evening is a bonus.

One more thing. Do not book a homestay expecting an electric room heater to be your only warmth. If the power goes, you are cold. Ask the property what non-electric heating it uses, a bukhari (wood or diesel stove) is what actually keeps you warm up here.

Which Mobile Networks and Internet Connections Work in Winter Spiti in 2026?

Does BSNL Work in Kaza?

BSNL still has the broadest reported reach across Spiti. If you are carrying one SIM for the valley, this is the safe default.

Broadest reach does not mean uninterrupted, though. After snowfall, or during power and communication failures, even BSNL drops. Treat it as your best chance, not a guarantee.

Does Jio Work in Kaza in 2026?

This is the update older Spiti blogs miss. An updated August 2026 connectivity guide reports Jio 4G working in Kaza and Tabo. So the old line that "only BSNL works in Spiti" is no longer accurate.

That said, do not expect continuous Jio through winter. Weather, power cuts and network backhaul issues can still knock it out. It is a strong second option, not a promise.

What About Airtel and Vi?

Current sources disagree on Airtel. Some report coverage around Kaza and Tabo, others describe it as much more limited. We will not promise Airtel works.

The practical move is to carry BSNL and Jio as two options, while mentally planning for stretches with no usable signal at all.

What Happens in Kibber, Langza, Hikkim and Komic?

The upper villages have poorer and more intermittent connectivity than Kaza. In many spots you will have no signal.

So before you leave a reliable connection, download your offline maps, homestay details and important documents. 

And tell your family your route and expected return window before you head into areas where the phone simply stops working. That one habit matters more than any app.

Do ATMs and UPI Payments Work, or Should Travellers Carry Cash?

Kaza has ATM and banking facilities. We will not publish a fixed number, because current sources disagree on how many ATMs exist and even which banks have working machines.

The takeaway that actually protects you: do not count on a Kaza ATM dispensing cash exactly when you need it. It may be out of cash, offline, or down with the power.

Our team recommends treating Kaza ATMs as backup rather than your main cash plan. Withdraw enough cash before you hit the remote Spiti stretch, enough to cover your expected expenses plus a solid emergency reserve. 

Reckong Peo in Kinnaur is an important banking and supply stop on the winter route, top up your cash there.

UPI does work at some Kaza businesses, but only when both electricity and internet are up. Since neither is guaranteed, UPI cannot be your only payment method. Cash is king in winter here.

Is Petrol or Diesel Available During Winter Spiti?

Yes, Kaza has a verified fuel outlet. The Lahaul-Spiti district administration lists the Kaza petrol pump, and IndianOil's official locator confirms the HPSCSC Kaza retail outlet.

Published opening hours may vary during winter, so confirm the petrol pump's current operating hours locally before relying on a specific timing.

Also remember the supply chain. Road closures and delayed tankers can affect fuel stock. If you are self-driving, fill up whenever fuel is available rather than waiting until your tank is nearly empty. A full tank in Kaza is peace of mind.

Are Mechanics and Spare Parts Available During Winter?

Vehicle help gets much harder to find in winter. Many mechanic businesses run seasonally and are closed or thinned out in the cold months.

We are not saying there are zero mechanics. Kaza gives you the best chance of minor help inside Spiti. But never assume a specific tyre, battery or spare part will be in stock. It often is not.

So get a proper vehicle inspection done before the trip, and travel with an experienced local winter driver who knows the road and the conditions. That prevents most of the breakdowns you would otherwise be fixing at minus fifteen with no shop open.

What Medical Help Exists Inside Spiti?

Spiti is not medically empty. There is a Community Health Centre at Kaza, Primary Health Centres at Tabo and Sagnam, and civil dispensaries at Kibber, Losar and Hansa.

These cover basic care. They do not guarantee advanced specialist, surgical or trauma capability. If someone genuinely needs emergency treatment, get help immediately, never delay treatment while waiting to reach a particular facility.

Regional Hospital Reckong Peo is a government hospital in Kinnaur, near the Reckong Peo bus stand. Its official phone is 01786-222319.

We will not quote a fixed driving time from Kaza to Reckong Peo, because winter road conditions can change dramatically and any number would mislead you.

Which Emergency Numbers Should Travellers Save?

Save these before you lose signal. 112 is the Himachal Pradesh single emergency number. 108 is the National Ambulance Service, which NHM Himachal states is round-the-clock and free. 1077 is the district disaster-management helpline.

Save them offline in your notes too, not just as contacts, so you can read the number even when you cannot search for it.

What Is Different in Kaza, Tabo and the High Villages?

Kaza is Spiti's main logistics base. It gives you the best concentration of shops, fuel, healthcare, telecom and banking anywhere in the valley. None of it should be treated as guaranteed 24 hours a day, but this is where things are most likely to work.

Tabo sits a step below. It has basic settlement infrastructure, network availability and a Primary Health Centre, but far fewer commercial options than Kaza. Good for a night, not a place to solve a supply problem.

High villages like Kibber, Langza, Hikkim and Komic need much lower expectations. Fewer shops, weaker connectivity, less reliable running water, limited transport. 

And road access to them depends heavily on the latest snowfall. Go up for the day with what you need, do not expect to buy or fix anything there.

What Changed for Winter Spiti in 2026?

Two things are worth knowing this year. Network infrastructure has genuinely improved, mainly because Jio 4G is now reported in Kaza and Tabo. That is a real upgrade over the old "BSNL only" era.

But the January 2026 snowfall, which disrupted roads and knocked out 53 transformers, is the balancing reality. Better towers do not stop a snowstorm from cutting your power.

So better telecom does not turn Winter Spiti into an ordinary year-round hill station. The improvements are real, the vulnerabilities are also real. Verify live conditions right before you travel, not from a blog written two winters ago.

Which Route Reaches Spiti in Winter?

Keeping this short, because this article is about facilities, not routing. The Lahaul-Spiti district administration describes the Shimla to Kaza route via Kinnaur as an almost all-weather road. That is your winter corridor: Shimla, Kinnaur, Tabo, Kaza.

The Keylong to Kaza route over the Kunzum side closes in winter because of heavy snowfall and Kunzum Pass closure.

Check the official road-status page 24 to 48 hours before travel, and again before major driving days. No Himalayan winter road is ever guaranteed to stay open.

What Should You Confirm With Your Winter Homestay Before Leaving?

Before you book anything, get on a call with the homestay and actually ask real questions. Is the running water working right now? Is the toilet dry or flush? Can they heat bucket water for washing? What heating do they use in the rooms? 

Are breakfast and dinner included? Which mobile network works at the property today? Is there any electricity backup? And can the host reach a local driver if the road closes?

In our experience, these questions tell you far more about a Winter Spiti stay than whether the room has a television. A place with a bukhari, meals sorted and a driver contact beats a fancier room with none of that, every single time.

Who Should Not Depend on Winter Spiti Infrastructure?

Be honest with yourself here. If you absolutely need uninterrupted electricity, reliable remote-working internet, continuous hot running water, or immediate access to specialist medical care, Winter Spiti is a poor match for you.

The infrastructure exists, but it is built for a cold desert that loses power and water when it snows hard. If your work or comfort cannot survive a two-day outage, this is not the season to come. Come in summer instead, when the whole system runs easier.

So, does Winter Spiti work? Yes. Locals live there all year, homestays feed you, Kaza has fuel, network, banking and basic healthcare, and the roads open more often than they close.
