Rohtang has official, published fees. The tourism permit is ₹500 per vehicle. The congestion charge is ₹50 for a car, Jeep or MUV, and ₹100 for a bus or heavy vehicle.
The normal tourism quota currently shown on the official portal is 800 petrol vehicles and 400 diesel vehicles per day. Permits can currently be applied for only for the next two days, so you cannot lock this weeks ahead.
Your vehicle must not be more than 10 years old, and the system requires valid ID, PUC and vehicle registration information.
The live portal currently shows no fixed maintenance closure day, but maintenance schedules can change based on district orders and local conditions, so check the latest official update before planning your Rohtang visit.
The Manali green tax
Manali charges a Composite Environmental Fund, a green tax, on vehicles not registered in Himachal Pradesh. Current official rates are ₹100 for a bike, ₹200 for an LMV, ₹300 for a passenger vehicle and ₹500 for a goods vehicle.

Treat the Shimla to Manali leg as a full transfer day. Hill traffic, weather and stops stretch the drive, and planning it as a half-day is how people end up arriving after dark on mountain roads.
