And Manali brought in new municipal dog rules in 2026 that ask owners to register dogs, so read that section carefully before you leave.

Is Manali Really Pet Friendly?

Here is what most tourists get wrong. They see "pets allowed" on a booking app and assume the dog is genuinely welcome. Those are two different things.

"Pets allowed" often means the property tolerates a dog. Genuinely pet friendly means the dog can sleep inside your room, sit with you at breakfast, and use a safe patch of garden without a fight at the front desk.

Major booking platforms do show a decent amount of pet friendly stays in Manali. We will not quote a fixed number because that inventory and those filters change week to week, and a filter is not a promise.

What actually differs by property is the size of dog they accept, the pet charge, whether the dog gets full room access, garden and restaurant access, and whether you are allowed to leave the dog alone in the room. You have to confirm each of these directly.

Can You Take Your Dog to Manali by Road?

Preparing your dog before the mountain drive

A Manali drive is long and twisty, so do not make it your dog's first big car journey. Vets suggest building up with shorter drives in the weeks before, so the car feels normal by the time you hit the highway.

Secure your dog with a proper car harness, a seat-belt attachment, or a crate. A loose dog in a moving car is a danger to itself and to you, and it turns a sudden brake into an injury.

Do not let your dog ride with its head out of a moving window. It looks happy, but vets warn against it because flying grit, sudden stops, and accidents can hurt the eyes and body. And never leave your pet alone in a parked car, not even for a quick chai stop.

Food, water and toilet breaks

CDC guidance suggests feeding your dog around 3 to 4 hours before you leave to cut the risk of vomiting on the road. That gives the meal time to settle before the curves start.

The Merck Veterinary Manual recommends stopping roughly every two hours on a long drive so the dog can drink and relieve itself. Carry plenty of water, and keep the dog leashed at every stop because highway edges and strange dogs are a bad mix.

You will see Manali blogs telling you to skip breakfast entirely to stop car sickness. We would not treat that as fact, because it goes against CDC advice. 

If your dog reliably gets motion sick, ask your own vet about the right feeding plan or medication before the trip rather than guessing.

What changes after Mandi?

Once you cross Mandi, the road gets into hill country with curves, traffic, and weather delays. This is the part where a smooth plains drive slows right down.

There is some good news here. Two tunnels on the Mandi to Kullu stretch, the Deod (or Diyod) tunnel of about 2.8 km and the Hanogi tunnel of about 650 metres, opened on 11 September 2026, with one tube of each open to start.

But the route stays weather-sensitive. A local report on 17 September 2026 described a landslide temporarily blocking the Chandigarh to Mandi to Manali highway near Thalot. 

That is why we never promise a fixed Delhi to Manali or Chandigarh to Manali driving time.

What Should You Carry for a Pet on a Manali Road Trip?

Pack your dog's regular food with a few spare portions, because a sudden diet change at altitude is the last thing you want. Add drinking water, a collapsible bowl, any medicines, and a small first-aid kit.

Carry the vaccination and rabies records, an ID tag on the collar, a leash, a harness, and the secure car restraint. Bring a familiar bed or blanket so the dog has its own smell in a strange room, plus old towels, waste bags, and cold or rain protection depending on the season.

What Are the New Manali Dog Rules in 2026?

This is the part to read slowly, because it is new and it is easy to get wrong.

The Himachal Pradesh Rajpatra published Municipal Council Manali dog bylaws on 22 May 2026. The bylaw is about pet dogs here, not stray dogs.

It says every owner who keeps or brings a dog within Municipal Council Manali limits must register the dog by 1 April every year, or within seven days of the dog arriving. Vaccination has to be done before you register.

The fee stated in the bylaw is ₹100 as a one-time registration fee plus ₹50 as an annual licence fee. After you register, the Council gives you a metal ticket or tag for the dog's collar, and you pay for that tag.

On the street, the rule is simple. You must carry disposable bags when your dog is on municipal streets or in public places. 

If your dog defecates on a road, street, drain, park, or any public place inside municipal limits, you clean it up straight away and dispose of it properly.

The penalty has teeth. Contravention can attract a ₹200 fine, and a continuing breach can add up to ₹50 per day on top.

Now the honest uncertainty, and please do not skip this

The bylaw clearly exempts dogs brought only for show purposes and kept in municipal limits for no more than a week. It does not clearly give ordinary tourists that same exemption. So we will not tell you that a short-stay tourist is automatically off the hook.

What the bylaw does say is that registration is due within seven days of arrival. If you are staying only a few days, confirm the practical requirement directly with Municipal Council Manali before you travel.

How Do You Choose a Genuinely Pet-Friendly Hotel in Manali?

Cottages, homestays, and properties with their own safe outdoor space are often easier with a dog than places built around shared corridors and lifts. That is not a universal rule, but it is a good starting filter.

Questions to ask before paying

Ask whether they accept your exact species, breed, and size, because a "pets allowed" tag can quietly mean small dogs only. Ask if there is a pet charge or a refundable deposit, and confirm the dog can sleep inside the room you booked, not on a balcony or in the car.

Ask about restaurant, garden, and common-area access so you know where the dog can actually go. Ask whether the dog may ever be left alone in the room, since many properties say no. 

Check that parking is close to the accommodation, ask whether there are resident dogs or other animals on site, and ask about safe walking space nearby.

Here is the tip that matters most

Get the pet permission in writing on WhatsApp or email, with your dog's size mentioned. An aggregator filter is not the property's word, and we have seen that gap cause problems at check-in.

Which Parts of Manali Work Best for Travellers with Dogs?

Old Manali and the quieter orchard and riverside pockets tend to suit slow dog walks better than the packed main bazaar. The lanes are calmer and there is more space to breathe.

Do not assume every Old Manali cafe welcomes dogs, though. Cafe rules change with owners and seasons, so call before you walk over, especially if the place is mainly indoor seating.

In busy areas, keep your dog close and controlled. Crowds, traffic, and local street dogs are all reasons to keep the leash short rather than let the dog wander.

Is Snow Safe for Dogs in Manali?

Snow is not automatically unsafe, but cold exposure can turn dangerous faster than people expect. The excitement of a dog's first snow can hide the fact that it is getting too cold.

Vets note that all dogs can get frostbite and hypothermia, even though cold tolerance varies a lot between individual dogs. Watch for shivering, lifting or favouring paws, a sudden reluctance to walk, a hunched or tucked posture, and any odd change in behaviour. 

Small dogs, older dogs, dogs with health issues, and short-coated dogs feel the cold sooner.

Keep snow sessions short, then get the dog somewhere warm and dry to recover. A well-fitting jacket or sweater can help dogs that need extra insulation.

Check the paws often. Ice and snow ball up between the toes, and grit or de-icing stuff can irritate the pads. After a winter walk, wipe or wash the paws and dry them properly.

Hidimba Devi Temple

The temple itself is a genuine Manali landmark set among tall cedar trees. We could not find a clear official pet policy for entry inside the shrine. 

Check locally before visiting with a pet, and be prepared to keep your dog outside restricted or crowded religious areas if requested by temple staff.

Ask locally before you go, and respect the religious site and its crowds. A busy temple courtyard is not a relaxed place for a dog anyway.

Solang Valley

Solang Valley does not operate under one single pet policy because different resorts, restaurants, ropeway facilities, and adventure operators manage their own premises. Check directly with any specific facility you plan to enter with your pet.

Rohtang Pass

Rohtang Pass sits about 51 km from Manali at roughly 3,978 metres, while Manali itself averages about 2,050 metres. That is a big altitude jump in one excursion, and altitude affects dogs too.

Tourism vehicles going to Rohtang need official regulated permits. The permit system moved in 2026 to rohtangpermits.hp.gov.in. 

On the official status page for 15 September 2026, the displayed daily quotas were 400 diesel vehicles and 800 petrol vehicles, but do not assume those same numbers on your travel date, as quotas shift.

We did not find a clear official rule specifically confirming or prohibiting pet dogs at Rohtang Pass. Check the latest local guidance and any vehicle or permit conditions before travelling with a pet, rather than relying on older blog claims.

What we will say honestly is that the height, cold, crowds, and long day make Rohtang a trip to discuss with your own vet for your specific dog before you commit. 

Mall Road and municipal public areas

On Mall Road and other public spaces, the 2026 waste-bag and clean-up rules apply, so carry bags and pick up after your dog. Keep the dog controlled in these busy stretches because of people, traffic, and other animals. 

We are not going to invent a specific leash law that is not in the verified rules, but tight control here is plain common sense.

What Should You Do Around Stray or Resident Dogs?

CDC pet travel guidance says to stop your travelling pet from mixing with stray, unfamiliar, or wild animals. Manali has plenty of confident street dogs, so this matters.

Keep your distance, keep your own dog on a short leash, and avoid situations where food sparks a fight. Do not force a greeting between your dog and an unfamiliar one just because they seem curious. A calm walk past is always better than a tangle.

There is no single perfect season for every dog, only trade-offs you pick between.

In the warmer months, the plains part of the drive can get genuinely hot before you climb into Himachal, which is hard on a dog stuck in a car. During the monsoon, landslides, rain, and road delays make a pet road trip more stressful and less predictable.

In deep winter, snow, freezing nights, and cold paw surfaces all need active management. So choose based on your dog's age, coat, health, tolerance of long drives, and what you actually want to do once you arrive.

Day 1: Arrival and decompression

Check in, then let the dog settle before anything else. Keep its usual feeding and walk routine, and do only a short quiet local walk. Skip sightseeing on arrival day, because a tired, over-stimulated dog after a long drive is not ready for crowds.

Take low-crowd walks around Old Manali and the riverside lanes. If you want a cafe, confirm the pet policy by phone first, then pick an outdoor table. Keep the whole day slow enough that the dog gets proper rest between walks.

Treat a Solang-side outing as optional, and only if weather, traffic, crowds, and pet access at that exact facility all line up.
