Snowfall or a road closure in Manali does not automatically cancel your whole trip, and it does not automatically hand you a full refund. Most of the time one road shuts while the rest of Manali stays open.

A refund only enters the picture when neither the booked trip nor the Plan B can run, and even then only the unused and recoverable part comes back. Some charges, like an already paid Rohtang permit, do not.

Your actual outcome depends on your confirmed booking terms, what you have already used, and what suppliers will return. So keep some flexibility in your winter plan and check road status on the morning of each excursion, not the night before.

What Actually Happens When Snow Closes a Road in Manali?

Snow rarely shuts everything. What it does is trigger temporary traffic restrictions while authorities clear ice, wait out poor visibility, or open a blocked stretch.

Here is what most tourists get wrong

They see one dramatic "Manali stranded" headline and assume the entire town is sealed off. That is almost never true.

In January 2026, heavy snowfall disrupted transport around Manali and hundreds of tourists were reported stranded. NH 3 and local bus services faced restrictions. 

On 29 January 2026, 655 roads were reported blocked across Himachal Pradesh, including 81 in Kullu and 287 in Lahaul and Spiti.

That sounds frightening. But even during that spell, plenty of lower Manali sightseeing stayed reachable.

Then in March 2026, sudden snowfall left more than 1,000 vehicles stranded near the Atal Tunnel, and authorities restricted vehicles beyond Solang Nallah.

The lesson from both is the same. A closed high altitude road does not mean Manali is closed. When one route shuts, a good operator moves the excursion to another day, changes the route, or swaps it for sightseeing you can actually reach.

These conditions do not happen every winter day either. Most winter mornings, roads open on schedule and the panic online is louder than the reality on the ground.

Will You Get a Refund If Snowfall Cancels Your Manali Sightseeing?

Let us be direct. There is no universal automatic full refund just because a mountain road closes.

That single sentence saves a lot of arguments later. A closed sightseeing route is a very different thing from a cancelled holiday, and refunds work differently for each.

When an Alternative Sightseeing Tour Is Provided

Say Rohtang is snowed shut but Solang and the local roads are fine. We move you to an accessible outing instead.

If you accept that alternative and the excursion actually happens, current package conditions say there is generally no separate refund for the original Rohtang plan.

Think of it plainly. You did not lose the sightseeing day. You received a replacement service for it. The money bought you a day out, and you got a day out.

When Neither the Original Trip Nor Plan B Can Operate

Sometimes the weather is bad enough that neither the booked excursion nor the offered alternative can run at all.

In that case, the unused and recoverable excursion amount may be refunded according to your confirmed booking terms.

Read those two words again. Unused. Recoverable. This is not the whole holiday price coming back. Your hotel nights you slept in, meals you ate, and transport you used are gone. Only the specific unused, recoverable slice is in play.

Which Costs May Still Be Non Refundable?

Certain supplier charges, once paid, cannot be clawed back.

The official Rohtang permit system states that a successfully paid permit fee is not refundable. The official FAQ also says there is no facility to cancel an issued permit. So if your permit was booked and the road then shuts, that fee is spent.

Can You Reschedule Your Manali Trip Because of Heavy Snow?

Yes, a date change is often possible. But possible is not the same as free or guaranteed.

Any reschedule is subject to your confirmed booking terms, hotel and transport availability, supplier approval, and any fare difference or extra cost that comes with new dates.

Winter rooms and cabs get tight fast when snow hits, so the earlier you ask, the better your chances. Do not wait until the morning you were meant to travel.

Who Pays for an Extra Hotel Night If You Get Stranded?

This is the part travellers most often assume wrongly, so read it carefully.

So do not assume that an unexpected extra hotel night, a bonus cab day, or a changed transport booking is automatically covered. In most cases it is not.

Our team recommends keeping a small contingency budget aside during unstable winter weather. One or two thousand rupees of buffer money turns a stressful stranded night into a minor inconvenience.

A word on insurance, and only a careful one. Some domestic travel policies pay for specific qualifying weather delays or cancellations. But every policy has its own trigger, its own exclusions, and its own paperwork demands. 

Never assume insurance simply pays for a road closure. It only does what your particular policy wording says it does.

What Happens If Rohtang Pass Is Closed?

Rohtang Pass sits roughly 51 km from Manali, according to Himachal Tourism. That distance alone makes it the most weather exposed part of most winter itineraries.

Heavy winter snow normally closes the pass, and reopening depends on seasonal clearance and conditions. There is no fixed reopening date you can bank on.

If Rohtang cannot be visited, the alternative may be Solang Valley, or, when that route is officially accessible, the Atal Tunnel and Sissu side. Notice the word "when." Neither the tunnel nor Sissu is guaranteed to be open just because Rohtang is shut.

And remember the permit point. A successfully paid Rohtang permit fee is officially non refundable, so time your permit booking around a realistic chance of the road being open.

What If Atal Tunnel or the Road to Sissu Is Closed Too?

Here is a myth worth killing. Many travellers treat the Atal Tunnel as an unconditional backup for Rohtang. It is not.

The tunnel route only helps when the approach roads and the local administration allow traffic through. Snow can shut the approach even when the tunnel itself is fine.

The March 2026 example proves it. More than 1,000 vehicles were reported stranded around the tunnel area after sudden snowfall, and authorities restricted vehicles beyond Solang Nallah. On that day, the tunnel was no Plan B for anyone.

When the Lahaul or Sissu corridor cannot be used, we move sightseeing toward whichever local Manali or lower altitude roads the authorities and our on ground team confirm are open. We do not send anyone past a barrier or a police control, ever.

Rohtang Is Closed but the Atal Tunnel Route Is Open

On a good day, a strong alternative combines Solang Valley with the Atal Tunnel and the Sissu side, but only when the complete route is officially open and safe to run.

We still will not guarantee Sissu access in advance. We confirm it the morning of the excursion, because that is the only honest way to promise it.

Atal Tunnel or the Lahaul Route Is Closed but Local Manali Roads Are Open

This is a comfortable Plan B and often underrated. The day moves toward accessible local spots like Hadimba Temple, Old Manali, Vashisht, or Naggar, depending on the day's actual road conditions.

An insider tip most guides skip. Vashisht has natural hot water springs, and a soak there on a cold day beats sitting in a jam waiting for a mountain road to clear. 

Old Manali's cafes stay lively even in snow, and a plate of hot food at one of the riverside spots along the Manalsu is a far better use of a closed road day than frustration.

Heavy Snow Affects Most Sightseeing Roads

When snow hits nearly everything, keep the day local. Avoid unnecessary mountain driving, and shift your high altitude excursion to a later buffer day if conditions improve.

Do not try to slip past barriers or police controls. No photo is worth it, and no operator can override a safety restriction.

How Should You Build a Winter Manali Itinerary That Can Survive a Road Closure?

The single smartest winter planning move is keeping your most weather sensitive day movable.

If Rohtang or the Lahaul side is your big highlight, do not chain it to a fixed onward train or flight the very next morning. That is how one snowfall turns into a missed connection and a ruined budget.

Road status changes fast after fresh snow. What was open at 6 PM can be shut by 8 AM.

Check the relevant Himachal government or district road status information, then any current police or administration advisory, and finally confirm with your Travel Coffee team or local driver the same morning. Three quick checks, five minutes, and you avoid a wasted drive.

During research on 15 September 2026, the official Lahaul and Spiti road status page showed Delhi to Manali open, Manali to Keylong open, Keylong to Kaza closed, and Keylong to Leh open. One corridor shut while the others ran fine. That is exactly the pattern you plan around.

Does Travel Insurance Cover Snowfall and Road Closures?

Some domestic travel insurance policies do provide benefits for specified delays or cancellations caused by severe weather. But coverage varies wildly, and this is where people get burned.

Read your exact wording for trip cancellation, trip delay, extra accommodation, and missed connections. The word "weather" appearing somewhere in the brochure is not the same as your specific situation being covered.

Never assume a road closure is automatically covered. It is only covered if your own policy specifically says so, and only if you meet its documentation requirements. When in doubt, call your insurer before the trip, not after you are stranded.
