That is the right amount of time. If you are heading to Shangarh from Sainj by cab anyway, you can ask the driver to pause at the waterfall for an hour on the way, since it sits along the route.
The waterfall runs strongest during and just after monsoon, when the flow is full and the surrounding forest is at peak green.
