These are extremes and monthly totals, not daily averages. So do not read "18.4°C" and pack light. That was the single warmest afternoon of the month.
When the sun is out, afternoons feel manageable and you can walk around comfortably. But mornings, shaded lanes, and nights get seriously cold. The moment the sun drops behind the mountains, you will want every layer you brought.
Early December is quieter. Fewer tourists, easier hotel deals, and calmer roads. If you dislike crowds, this is your window.

So no, Manali does not turn into a fully snow-covered postcard every December. Some years the town stays brown and dry while the peaks around it hold white.
Solang Valley is the standard first choice. It sits higher than Manali and usually holds snow when the town has none.
Gulaba and points along the Atal Tunnel road can also have snow, but only when weather cooperates. Treat these as possibilities, not certainties.

Plan on Rohtang Pass being closed in December. That is the safe assumption.
Himachal Tourism states that heavy snow generally closes Rohtang from late November, with reopening usually around May. So a December opening is the exception, not the rule.

After frost or snowfall, the paths turn slippery. Wear shoes with grip and walk carefully, especially with older travellers.
Mall Road is the easy choice for evening walks, shopping, and food. Everything is close and walkable.
