A short Manali to Kaza to Chandratal return trip covers less distance and fewer nights than a full Shimla to Kinnaur to Kaza to Chandratal to Manali circuit. Shorter route means lower cost. But the full circuit gives you a more complete experience with better acclimatisation.
Starting from Manali is usually cheaper because you skip the Shimla and Kinnaur legs. Starting from Delhi or Chandigarh adds transport costs for the first and last day. Starting from Shimla gives you Kinnaur in the route, which adds both days and cost but also adds significant travel value.
